That photo was taken in the mid-1980's I reckon.

Apart from looking at the cars and the clothing styles, I note that the train departure clocks at the entrance to Flinders Street station all seem to be showing 12 o'clock. They were taken out of use in about 1983, IIRC, although they were later reactivated after being converted to remote control.
